<p>AT&amp;T is ratcheting up the cost of wireless data plans. Again.  Come Sunday, new subscribers to Ma Bell&#8217;s network will be paying about one-third more than existing customers, who will not be affected. At least not yet.</p>
<p>There is a slight saving grace. The more expensive plans will deliver more data, so the actual price per megabyte is going down. On the other hand, customers won&#8217;t have a choice. It&#8217;s a bit like being forced to buy a larger,  more expensive box of cereal, whether you need the extra Cheerios or not.</p>
<p>The cheapest plan you&#8217;ll be able to buy for an iPhone or Android smartphone will now cost $20 for 300 megabytes of data a month, which is about 90 minutes of streaming video. That&#8217;s an increase of $5 over the current price of $15 a month for 200 megabytes of data.</p>
<p>Other tiers will go up as well.  Instead of paying $25 for 2 GB of data, customers will pay $30 for 3 GB of data. At the high end, AT&amp;T will charge $50 for 5 GB of data (with mobile hotspot/tethering) instead of $45 for 4GB with tethering.</p>

<p>It&#8217;s no secret that consumers are, well, consuming a lot more data as sales of smartphones and tablets continue to increase. And satisfying that demand does cost carriers substantial amounts of money. Do they have a right to recoup that investment and make a profit? Of course they do.</p>
<p>So why am I&#8217;m complaining? The wireless market is hardly competitive. Between them, Verizon and AT&amp;T control the lion&#8217;s share of the market, and it&#8217;s hardly a coincidence that price hikes and changes like the end of unlimited data plans implemented by one giant is quickly mirrored by the other.</p>
<p>“That AT&amp;T and Verizon both continue to match each other’s prices by ratcheting them up higher, not lower, illustrates just how broken the U.S. wireless market is,&#8221; says Derek Turner, director of research for Free Press, a non-partisan consumer advocacy group.</p>
<p>If you read AT&amp;T&#8217;s blog, you&#8217;ll notice that the company gives itself a big pat on the back because it will send alerts to consumers who are close to using up their data allowances. Yes, that&#8217;s a good thing, but don&#8217;t forget that the carriers only started that practice after consumer groups like Free Press <a href="http://www.cio.com/article/596370/How_to_Avoid_Mobile_Phone_Bill_Shock_5_Fixes">complained loudly to Congress and the Federal Communications Commission.</a></p>
<p>Indeed, a  survey by the FCC in 2010, before carriers were sending out alerts, found that about one in six cell phone users has experienced what the agency appropriately calls &#8220;bill shock,&#8221; an unexpected spike in a monthly bill unrelated to a change in contract or service.</p>
<p>It&#8217;s also worth noting that AT&amp;T has steadily increased the amount of revenue it extracts from consumers who pay for mobile data. AT&amp;T has more than doubled average monthly data revenue per customer from $12.01 at year-end 2007 to $25.14 in last year&#8217;s third quarter.</p>
<p>Keep those numbers in mind when you hear Ma Bell&#8217;s mouthpieces go on about data hogs, not to mention the fact that AT&amp;T earned a profit of $3.6 billion in just three months last year &#8212; the third quarter to be exact.  And at the time, an AT&amp;T official bragged that: &#8220;If you take those one-time items out of the mix, profit was actually up 13 percent year-over-year. In addition, wireless margins were up significantly, which means wireless profits increased.&#8221;</p>
<p>Need I say more?</p>

<p>rTEM is a critical cost containment capability that enhances both mobile Telecom Expense Management (TEM) and Mobile Device Management (MDM) solutions. For TEM solutions, rTEM shifts the expense management focus from post bill receipt to the actual point of consumption, reducing or proactively preventing the cost impacts of unnecessary overages. For MDM solutions, rTEM provides a rapidly deployed, easily configurable cost management capability that goes beyond traditional device security and control, enabling a more effective and complete solution. <p>• Cellphones may be a necessity, but that doesn&#8217;t mean large bills are inevitable. If you spend most of your time in a major metropolitan area, local cell providers such as Mobilicity or Wind Mobile can offer significant savings on both voice and data services. But bear in mind the downside: If you venture outside your metro area, you pay roaming fees.</p>
<p>• If you do stick with a national carrier, an app such as Telicost from Montreal&#8217;s Anomalous Networks can help keep costs under control. It tracks voice, data and SMS usage in real time, and warns if you’re about to cross your plan’s threshold. The Lite version is free, though businesses can purchase an additional software-as-a-service component to manage several phones and prevent expensive surprises at the end of the month. <p>• If you still have a fax machine lurking in a corner, occasionally spewing out a few scraps, consider switching to an online fax service such as Ottawa-based MyFax. This service lets you use your existing fax number to send and receive faxes over the Internet, without paying for an additional phone line. Their basic plan costs $10 per month or $110 per year for 100 pages sent and 200 received.</p>
<p>• While we&#8217;re talking telephony, if you still use land lines, consider switching to a voice over IP (VoIP) service such as Skype. If you make long-distance calls as a matter of course, this Web-based service could mean substantial savings.</p>
<p>• Software licensing can be a huge drain on resources. These days, programs can often cost more than the hardware they&#8217;re running on. Look into volume licensing plans such as the Microsoft Open license – you can subscribe with as few as five computers. Adobe and other developers also offer volume licensing plans.</p>
<p>• To eliminate license costs entirely, consider open source software such as LibreOffice, a productivity suite for Windows, Mac and Linux that consists of a word processor, spreadsheet program, presentation program, drawing tool and equation editor. For PDFs, try a free program such as NitroPDF. But don&#8217;t download from just anywhere; you might be unconsciously leaving your system open to malware. Visit known sources such as download.com or Tucows Downloads, and be sure to check even their wares for malware before installing.</p>
<p>• If supported software is a priority (open source or freebies typically do not offer support), consider the commercial versions of free products; they are often cheaper than the big brand names. <p>• If you have some older uninterruptible power supplies protecting servers or other devices, consider replacing them entirely with new, more energy-efficient models. The Trade-UPS program from APC even offers discounts on new models, and the company will take back your old units for proper recycling.</p>
<p>• Shut down equipment at night and on weekends where possible to save electricity. It&#8217;s green, and it saves cash, too; equipment generates heat and increases cooling costs in summer, after all. Buy power bars with timers on them that will shut down automatically. If a computer has to remain on for some reason, at least turn off the monitor and peripherals.</p>
<p>• Look to the cloud when you need additional infrastructure resources. Cloud-based or hosted services can be considerably less expensive – but remember that an off-premises service may mean you need a better Internet connection.</p>
<p>• Consolidate supplies purchases to get better pricing. In a growing company, individual purchases can get overlooked; buying printer paper, toner or other small items in bulk can save a lot of money.</p>
<p>• Set up printers to default to double-sided printing, and teach your employees how to take advantage of other features, such as printing multiple pages on one sheet. It saves paper, toner and energy. And print in monochrome, not colour; it’s much cheaper.</p>

			<content:encoded><![CDATA[<p>This fall, the Federal Communications Commission (FCC) reached an agreement that mobile providers would have to send alerts to cell phones users who are nearing their monthly limits for voice, text or data services. The decision was made in an effort to prevent overage charges and outrageous cases of “bill shock,” like <a href="http://travel.nytimes.com/2011/08/07/travel/how-to-beat-the-high-costs-of-dialing-abroad.html?pagewanted=all" target="_blank">the story</a> of one man receiving a $140,000 mobile bill.</p>
<p>However, most carriers have up to two years before the alerts must be implemented. If you are traveling this holiday season, we have some tips to prevent unwanted mobile charges before they occur. These helpful hints are especially useful for international travelers who have to deal with roaming along with tracking data usage.</p>
<ul>
<li>Enable Wi-Fi options. Some smartphones like BlackBerry and Android come with built-in Wi-Fi capabilities. Connecting to a Wi-Fi network while on holiday will help you to avoid costly roaming charges, and you can use Wi-Fi to download content on your smartphones. You can also disable data roaming for the length of your trip and rely solely on Wi-Fi.</li>

It will give you a local number for the country you are visiting, offering the same call rates the locals enjoy.</li>

<div id="postbody">As the staff of enterprises increasingly adopt smart phones, tablets and laptops as essential working tools, the odds also increase that their IT or telecom managers will run into bill shock.That sinking feeling hit <a href="http://anomalousnetworks.com/tag/allen-wong">Allen Wong</a> (pictured), corporate affairs specialist at manufacturer <a href="http://www.itworldcanada.com/result.aspx?keywords=Samsung" target="_blank">Samsung Electronics’</a>Canadian division in January when the monthly wireless bill from included $100,000 in data roaming charges racked up by a staffer who used a smart phone tethered to a laptop during a five day trip to Europe.The experience was a lesson in the demands required by <a href="http://anomalousnetworks.com/tag/telecom-expense-management">telecom expense management</a>. Some consultants and software companies offer solutions to organizations, but carriers are also responding to customer pressure to help them rein in costs.For example, <a href="http://www.itworldcanada.com/result.aspx?keywords=Telus" target="_blank">Telus Communications Co.</a> recently slashed its international roaming charges by 60 per cent, while <a href="http://www.itworldcanada.com/result.aspx?keywords=Rogers" target="_blank">Rogers Communications Inc.</a>lets businesses buy monthly buckets of data either for individuals or to be shared by groups.The Samsung staffer’s European trip was legitimate, as was the wireless work done on a laptop tethered to a smart phone. In fact, all the staffer downloaded was a mere 2 gigabytes of data. However, the carrier, BCE Inc.’s <a href="http://www.itworldcanada.com/result.aspx?keywords=Bell" target="_blank">Bell</a>Mobility, charged $51 a megabyte.“At the beginning, we were shocked,” recalled Wong, whose job includes overseeing wireless spending. Samsung’s contract with Bell specified that those using its service would only be charged $5 a megabyte. However, to get that rate the carrier has to be notified before a staffer began using a mobile device out of the country.</p>
<p>The problem, Wong said, is staff don’t always notify him of foreign travel – and this was a prime case of why they should.</p>
<p>One solution, if a carrier contract has a similar provision, it&#8217;s simply a tough reporting policy where staff must give advance travel notice to managers.</p>
<p>Eventually, Bell [TSX, NYSE: BCE] agreed to negotiate the charges down to $9,000, on condition that a similar incident not happen again. The carrier made sure of it by insisting Samsung subscribe to its Telicost service, which charges $5 a month per corporate subscriber for detailed monitoring of mobile devices. Telicost is a cloud service provided by <a href="http://anomalousnetworks.com/">Anomalous Networks </a>of Montreal through carriers or direct to organizations.</p>
<p>“We have been offering this solution for the past 18 months and the response from our clients has been amazing,” a Bell spokesman said in an e-mail.</p>
<p>An agent is installed on each smart phone used by 278 Samsung staffers who are on a Bell Mobility contract. Wong is notified by e-mail as soon as a unit is used out of the country – triggered by the handset’s GPS capability &#8212; so he can immediately notify Bell and take advantage of the roaming discount.</p>
<p>The agent also puts an icon on the handset’s screen to give the user a warning when their data limit is approaching.</p>
<p>Telicost also generates detailed daily reports Wong can use that track everything from the long distance numbers staffers call to where calls are made from.</p>
<p>Like many large organizations, Samsung Canada doesn’t rely on one wireless provider. Some staff are on contract with Telus, while others are serviced by Rogers Communications Inc.</p>
<p>Yet while Wong is very happy with Telicost, he doesn’t see the need for a similar service from the other two carriers. Telus [TSX: T, T.A; NYSE: TU] slashed roaming fees help staffers keep control of its wireless costs, while Samsung buys a monthly bucket of data from Rogers [TSX: RCI.A and RCI.B] to be shared by staff using its service. All Wong has to do is ensure is staff stay within the overall limit.</p>
<p>“We believe people want to use their phones, and we think this will stimulate that,” <a href="http://anomalousnetworks.com/tag/jim-senko">Jim Senko</a>, Telus’ vice-president of SMB marketing said in explaining the roaming fee cut.</p>
<p>Raj Doshi, Rogers’ vice-president of mobile product management, said the carrier recently launched data roaming day and week passes to help small businesses control wireless costs.</p>
<p>Telecom expenses are so complex they either have to be controlled through sophisticated software or outsourced, say industry analysts. “It always pays to do it,” says Roberta Fox, president of Fox Group, a Mount Albert, Ont.-based telecom consultancy. She figures Canadian carriers offer some 2,000 wireless business plans.</p>
<p>“Wireless costs are a discussion I have with clients frequently,” said <a href="http://anomalousnetworks.com/tag/mark-tauschek">Mark Tauschek</a> a research director at Info-Tech Research Inc. in London, Ont. “The biggest problem is the cost of roaming when you’re travelling abroad.”</p>
<p>Some solutions can be low-tech, such as having restricting travelling staff to using dedicated handsets or making them use a company-supplied SIM card for certain countries in their cellphones. Local SIM cards help keep costs down by eliminating long distance charges.</p>
<p>Encouraging staff to use Skype or Wi-Fi when outside Canada, will help as well.</p>
<p>However, Tauschek admits senior executives often see themselves as above these kinds of restrictions.</p>
<p>There’s always showing the executive his most recent wireless bill, Tauschek added. That worked for a Toronto company whose senior salesman hadn’t realized he’d chalked up a $1,500 roaming bill the last time he was in South America. “Part of it is user education,” Tauschek said.</p>
<p>There’s no shortage of independent telecom expense management providers, including Toronto’s Save U Tel; Laval, Que.’s Accell Telesystems; Etelsolve.com of Montreal and Accountabill Corp. of Unionville, Ont.</p>
<p>But Tauschek said real-time services such as offered by Anomalous Networks warn managers fast before they get hit by bill shock.</p>
<p>Anomalous Networks’ CEO <a href="http://anomalousnetworks.com/tag/daniel-rudich">Daniel Rudich</a> said he and co-founder Jaan Leenet created the service because other expense management solutions rely on data coming from wireless carriers, which can delayed by up to several weeks.</p>
<p>“We have a predictive analysis engine that predicts where you’re going to end your month,” he said, “so you can be assured to know you’re not going to be over your carrier’s plan limit.” It offers a free version of the app called Telicost Lite organizations can try.</p>
<p>The company has a number of telecom expense management partners, the latest of which is Fuel Mobile of Calgary. Carrier partners include AT&amp;T and France Telecom’s Orange wireless service.</p>
<p>As for Samsung’s Allen Wong, he says Telicost has helped his company cut roaming costs by 50 per cent.</p>
